Under 18s can only sign 2 year deals (maximum). He has to wait till his 18th birthday (this Friday) before he can sign a long term deal for anyone.

It might just be that under the terms of his previous contract he can't be offered a new one until a year after the last contract was signed (or it might be stipulated that a new deal kicks in exactly a year later), which was on his 17th birthday.
